Now that I've been taking Phenibut daily for the past few months, I'll share my dosing and experiences.
I take 1/4 teaspoon upon waking, and another 1/4 teaspoon at lunchtime. Both times are just before my workouts in the gym, and I stack it with the following: BCAA's, Piracetam, Taurine, Acetyl L-Carnitine, Glucuronolactone, Maca, and Avena Sativa.
The Phenibut counters any jitteriness I might get from the Taurine or any caffeine I might be taking in, and it's mellowed out my personality. As for building a tolerance, that's not an issue. You still get the nootropic benefits, but you don't get the lazy, drunken feeling that everyone (including me) wants to experience the first time they experience Phenibut.
Once a week, usually on Fridays, I'll take a 1/2 teaspoon after work, along with maca and avene sativa. It's my party-time drink. If you have Phenibut in your system, nicotine and alcohol consumption is enhanced.
I've been off of nootropics for 5 days straight here and there, and it's had no effect on me. I didn't get any withdrawals or feelings of depression, and going back on the supplements, I didn't get a super-high. Taking the powders at their recommended doses (according to BN's labels on their bottles) seems to do the trick.
